You obtain penguin points by spying on penguins throughout the world. You can exchange the point for cash with Larry in the Ardougne Zoo. You can find a list of all current penguins here: https://jq.world60pengs.com/ Please note that you are not allowed to complete quests to access an area a penguin resides in.
